美国移民局于2007年5月29日郑重公布一条最终决议，并在Federal Register登记。自2007年7月30日起,部分移民类型申请费和其他相关费用将大幅度提高。最终决议的内容与2007年2月公布的建议方案大体相同。移民局希望自2007年9月起，使用增长的费用缩减I-90，I-140，I-485，N-400s等申请的审理时间，最终到2008年9月时，使所有类型的申请案件的审理时间缩短百分之二十。
